The Department of Law says it and other departments were discussing possible social media guidelines before the latest post.

“…have been reviewing the possibility of adopting a policy or training procedure to help workers understand how negative behavior on social media could impact their job duties, without infringing on their First Amendment right to freedom of speech,” said Department of Law Assistant Attorney General Cori Mills.

Mills also said, right now, there is no statewide policy or guidance document in place. Mills would not comment if the department would have a discussion with Garner or punish him.

The test is scheduled for Thursday, September 20 at 10:18 a.m. and will last for about one minute. Most cell phones will get a text that says:

“THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.”

Operations Chief for DHS&EM, Bryan Fisher, says communication in Alaska is different than in the Lower 48 so he’s grateful for Alaskans’ feedback.

“Every time these systems are tested in Alaska we find ways to make improvements,” Fisher wrote.

After the test is finished, the state wants you to take the survey here.

You can participate even if your cell phone didn’t receive the test message.

And that’s what people need to do not only with their own life but also with their dog when they rescue a dog.”

“There is a syndrome that we call ‘keyboard courage,'” Whitt said. “It’s where individuals sit behind a keyboard and believe they have a protection of anonymity. Everything has a path and we can usually find where it came from. If you wouldn’t say it in person you probably shouldn’t say it on the internet. If it’s also not a picture your parents or grandparents would put on the refrigerator you shouldn’t post it online.”

If your child is on an app like Instagram or Snapchat, make sure you are added as a friend or follower,” Whitt said. “If you’re not, get rid of the device. Also, if you don’t know your child’s password or passcode, get rid of the device. If the child won’t share the password or passcode, get rid of the device. As long as you’re the parent and they live under your roof, you have to understand you are in control. Having a device and access to social media isn’t a right, it’s a privilege.”
